If anything it is just a matrix in the smoke. The same type that was seen in the smoke around world trade towers on 9/11
I've seen this pic before. It was on the cover of the
Weekly World News and is supposed to be a capture of Satan rising up from Branch Davidian compound in Waco, Texas. It's been altered graphically to "bring out" Satan's best features. Here's the original:

This picture reminds me of that seen in "The Mummy" when the mummy turns into that big sand cloud...and the heroes are trying to fly away from it in that little airplane.
I remember those pictures. I think I have some, and if I do, I will post them here...
Finding demonic images in photographs and other visual representations ? especially those depicting scenes of death and disaster ? is an age-old human behavior employed to ascribe catastrophes to evil forces beyond our control. Easier to blame evil forces beyond our control than deal with cold impartial reality.
That's just the thing! If one were to look frame-by-frame in video footage of fire and smoke, these faces will almost always turn up for a split second. Why go to the bother of doctoring it up to looking even
more like a face? And why
Satan's face in particular? Why not the sweet and innocent countenance of the beloved Disney character stuck on Satan's face like some sort of Conjoined Twin Myslexia:

"Bambi meets Godzilla": I saw this gem in my first animation festival in Milwaukee, back in the early '70s, though it's even older than that, I think. It was the first time I had ever seen anything that darkly humorous. (Ah, those were simpler, gentler times for a twelve-year-old). I'm sure, the latest generation fed on a steady diet of digital arts and box-to-oven animation programs, looks at this little guy and says, "I could have done that myself." In reality, it was probably Mary Newland's Master's Thesis, needing a year just to draw the individual cels. She might have had a more elaborate conclusion in mind, but by the time she finished the exhaustive process of filming the credits, she was probably out of money, time and patience. (Never mind her carpal tunnel syndrome.) Bambi, then, is a trope for Newland's angst in the vicious arena of graduate school academia: naively persuaded to believe she is being nurtured in a safe and creative environment, but in reality being foisted into a contrived and competitive arena wherein her professorial spectators are the only victors. If we apply this view to our current socio-political climate, we can see how . . .
