The little note below the picture explains that he took 3 pictures in a row, with flash on all three. Any ideas?

If there was any XIF information available on the photos, we would be able to determine the date and time the pictures were taken. I would check the weather report on the night these pics were shot. My gut tells me the "anomaly" was probably caused by a bolt of lightning illuminating the buildings in the distance. :)
