Just a note before reading:
Dave, my comments are directed at the article and the person(s) pushing these ideas.  This is in no way directed at you.  K?  Okay....onward:

God.....I'm worn out just reading it.

Just my uneducated opinion: If people put as much energy into things that really matter (and not ridiculous and idiotic things like this that are are obviously born from too much LSD use), our world would be a much better place.  You can spend all your time being afraid of things and making up reasons to build bunkers and stockpile 50 years worth of supplies or you can take charge of your own damn life and fix the things in it, vs creating problems in everyone else's.  Don't you think we have enough negative crap to deal with?  All you have to do is turn on the evening news and you get plenty of that. Life is hard enough and has challenges of its own, everyday.  Why the hell add to it? 

Oh...wait.....I didn't say all this.....I was CONTROLED!  Therefore I'm not accountable for my actions!  :P

(sorry..I'm too outspoken for my own damn good)  :-X

I have heard of such a technology before, and believe the technology may be possible, but I doubt a lot of the "conspiracy stories" out there.  I wouldn't put it past our government to use it as a weapon or interrogation technique, however, what motivation would there be to use it on the American public? 
200 years ago, our communication over computers would have been deemed magical and we all would have been burned at the stake.  200 years from now, explanations for what we call Paranormal will be in Science Textbooks.

I have a wonderful eccentric friend, whom believes she has been & is currently being visited on a regular bases
by aliens.  She believes the alien forms have placed "ions" inside her body.  I don't judge her.  I do
hear & see she profoundly believes in these occurances & fear for future visits.  Currently, she has no medical
evidence to prove the "ions" exist.  But she discloses the reasoning is simple.  It's because there is no techology
available to her to detect the "ions".

No offense, and I don't intend to sound judgemental or dismiss your friend's claims out of hand, but you must consider the possibility that your friend could be very ill. Such beliefs and statements are quite common among people with varying degrees of paranoia and associated disorders. Perhaps you can help her by teaching her a little about the science behind ions.

We all have ions in our bodies; Ions are essential to life. Sodium, potassium, calcium and other ions play an important role in the cells of living organisms, particularly in cell membranes. They have many practical, everyday applications in items such as smoke detectors, and are also finding use in unconventional technologies such as ion engines for interplanetary spacecraft. Inorganic dissolved ions are a component of total dissolved solids, an indicator of water quality in the world. Ions occur naturally and they can also be created by ion generators. They can be detected and measured using commercially available ion counters. The technology to detect and measure ion levels has existed for many years.
