I'm not exactly sure of the year, but I'm fairly certain it was taken during the early 1940s.  Mom looks to be no older than 20 here, and she was born in 1924.  She moved to London after the war, so this would have been taken prior to 1945.

I agree, it does kind of look like a matte!  Particularly my Uncle Tommy's shadow on the hedgerow behind him makes the background look like it's a two-dimensional backdrop.   However, whether in color or in black-and-white, it's hard to make the rural panoramas of Ireland look anything but painterly sometimes.
